Phillip Rourk is an economist, financial advisor and senior manager with over 25 years of experience in the U.S., Europe, Latin America, Asia and Africa. His areas of experience include policy and program evaluation at the macro and sectoral levels; financial advice; appraising and helping to arrange financing for major private and public sector investment projects; assistance to sovereign governments in restructuring external debts; policy analyses and planning in the energy, agricultural, transportation and housing sectors; management of large multidisciplinary technical assistance project teams in developing countries; and the design and direct provision of enterprise, product  and export market development services for micro‐, small‐ and medium‐enterprises (SMEs). Mr. Rourk’s experience includes 12 years´ extended service in the international division of Robert R. Nathan Associates, Inc., of Washington D.C., ending in 1989 as Vice President, International Operations; top management responsibility, including as prime contractor for several USAID multiyear contracts and directly with numerous private sector clients in developing countries as President of AG International Consulting Corporation (AGIC); founder and Managing Director of the Washington International Finance Corporation. In addition, Mr. Rourk established and led an export‐oriented agribusiness company in Nicaragua between 1993 and 1998. His various senior positions have helped him establish a wide network of contacts in the donor community as well as the private sector. In addition, he is a seasoned expert in business development and proposal preparation.
